24. The Minister of Justice shall recommend to the Government the name of a person who has been declared apt to be appointed as a member of the Tribunal.

24. The Minister of Justice, having consulted the ministers responsible for the administration of statutes providing for recourses before the division of the Tribunal where there is a vacant position, shall recommend to the Government the name of a person who has been declared apt to be appointed as a member of the Tribunal.
Where the vacant position is the position of president or a position of vice-president of the Tribunal, the Minister of Justice shall recommend to the Government the name of a member of the Tribunal or the name of a person declared apt to be appointed as a member of the Tribunal.
